Responsibilities in
owning an E-bike
Land Transportation Office (LTO) has pointed out the alarming
rate of vehicular accidents and theft. LTO toiled on a regulation that
strengthens the previous Memorandum Circular No. 721-2006 that pertains to
regulations in owning & driving an E-bike and stipulated a more safety and
enhanced security feature on Light Electric Vehicles.
The new guidelines will help regulate accidents and other
concerns such as theft, which happens to be a persistent problem that needs to
be solved. Hence, to ensure the security, LTO encourages the public and the
e-bike community to register to register their units.

Registration of Light
Electric Vehicle (LEV) (AO-2006-01)
Requirements:
Commercial Invoice of the vehicle from the country of origin
BOC Certificate of Payment
Certificate of Stock Reported (CSR)
Sales Invoice of MV with Sales evaluation from the Regional Office
PNP-TMG MV Clearance Certificate
Duly accomplished and approved Motor Vehicle Inspection Report (MVIR)
Appropriate insurance certificate of cover
Taxpayer’s Identification Number (TIN)
Procedure:
1. Proceed to the transaction counters and submit all the required documents to the Evaluator for evaluation and computation of fees.
2. Actual inspection of motor vehicles with duly accomplished MVIR. (This form is available for download here. You can accomplish this form prior to transacting your business at the LTO.)
3. Proceed to the Cashier when your name is called for the necessary fees and obtain an Official Receipt (OR).
4. Proceed to the Releasing Counter when your name is called to obtain the Certificate of Registration (CR), plates, stickers, and other requested documents.

I just came from LTO Antipolo last month Aug 1017 right after I bought my e-trike (3-wheels elec vehicle) to register. To my dismay and contrary to the article above they told me there is no guideline YET REQUIRING THE REGISTRATION of my e-trike.
ReplyDeleteOnce and for all, can't LTO be consistent with what they require or not and all branches must be aligned in the interpretation and implementation of their MCs and AOs. Magulo kau tapos ang yabang manghuli kahit wala naman kaung batas pa.
The govt is promoting the use of eco-friendly elec vehicles but up to now you cannot come up with a clear guideline. Ang alam lang manghuli ang mangotong at manakot sa mga ebike users.
I also applied for a student permit at LTO Antipolo because I want everything legal and in the applucation form I chose LEV Only since I will drive only a 3-wheeled trike. I have no intention to drive a motorcycle or even a 2-wheeled elec bike. I was told I will take a written exam, i have no problem with that. Then I was told I also have to take a practical exam, I said ok so I have to bring my etrike. Their answer was NO, the practical exam is using a MOTORCYCLE. It VERY CLEAR IN THE APPLICATION THE TYPE OF VEHICLE I AM GOING TO DRIVE.
ReplyDeleteSo they are literally FORCING ME TO LEARN TO RIDE A MOTORCYCLE AT MANGHIRAM DAW AKO NG MOTORBIKE TO USE FOR THE PRACTICAL EXAM IF I AM MOT GOING TO BUY MY OWN.
IS THAT FAIR and RIGHT? Gusto ko sumunod sa batas pero kung ang batas magulo at hindi makatwiran ano dapat mong gawin? Take note I am a senior and female and will use thw etrike in going to thw grocery only. I do not eve know how to use a bike and now they want me to learn how to ride a motorcycle.
katawa tawa talaga itong bansa natin. When can we really stand on our own, we are still in the stage of infancy kahit matagal na tayong binitawan ng mga foreign countries na sumakop sa atin. Until now we can not run our own law, halos lahat derivative ng law sa U.S., pilit nating ginagaya ang law nila. Madali lang gumawa ng batas, but the question is can we implement it? And if We can, is the condition fair both for the enforcers and the violators? Just take for example this ebike law. 1) is the condition in Metro Manila the same as in some other Provinces? 2) The gov't enforces the law on ebikes, but can they even justify why they can't even comply with the issuance of License plates and Driver's license card? 3) The field enforcers themselves don't know the law or even the regulations being implemented, arrogant and acting as if apprehending a criminal suspect. There should be a balance of knowledge, if the violators can not excuse himself of being ignorant of the law, so as the enforcers? Not just a display of uniforms and badges, knowledge is the main factor for them to be obeyed. naglabas na sila ng circular on ebike use, yun pala wala pa naman pala sila clear system...ewan ko ba...very disappointing...
